Polis Forum is a 10-month project implemented by Civil Society Advocates under the PLATO programme, co-funded by the European Union through the Citizens, Equality, Rights and Values (CERV) programme, the Bodossaki Foundation, and the NGO Support Centre.
The project promotes inclusive and participatory governance in Cyprus by piloting the Citizens’ Jury model, a structured deliberative process that brings together a representative group of citizens to examine a public issue, engage with experts, and develop evidence-based policy recommendations.
Implemented in collaboration with the Municipality of Nicosia, Polis Forum seeks to:
- Strengthen civic participation
- Improve dialogue between citizens, civil society and authorities
- Enhance the quality and legitimacy of public decision-making
- Support the long-term institutionalisation of participatory governance in Cyprus
Alongside the pilot Citizens’ Jury, the project includes capacity-building activities for CSOs and public officials and the development of a Policy Roadmap to support the long-term institutionalisation of participatory processes in Cyprus.
Key Activities
- Practical guide to development and Implementation
- Design and deliver a training programme on participatory governance and the Citizens' Jury model.
- Establish a Civic Advisory Panel to guide the development of the Citizens' Jury and the use of its findings.
- Organise a three-day pilot Citizens' Jury with a representative sample of citizens to produce structured policy proposals for Nicosia.
- Develop a Policy Roadmap with recommendations for institutionalising participatory processes in Cyprus.
- Host a Policy Dialogue on participatory governance and the Citizens' Jury model.
The project POLIS FORUM is implemented within the framework of the PLATO programme, with CIVIL SOCIETY ADVOCATES as the implementing body. PLATO is co-funded by the European Union through the Citizens, Equality, Rights and Values (CERV) Programme, the Bodossaki Foundation and the NGO Support Centre, with a total grant amount of €3.1 million.
